Janus IV authorities have imprisoned six environmental research scientists for criminal negligence. The scientists, who were working on a controversial 'cloud-seeding' project for the artificial stimulation of rain, ran a torrential rain experiment to explore the higher limits of their equipment. It has now been raining on Janus IV for over two months; many low-level parts of the planet have been flooded, and thousands of credits worth of damage have been caused. Fresh Water prices have reached an all-time low.
