Eh? I'm no grammatician (heh heh), but I've always used "" for speech and quotes, and '' for um... emphasis, I guess. eg What defines 'good' and 'evil'?

Some ASCII writers get in the habit of using `' for such situations, but at least in Word, it automatically reformats '' into proper inverted commas.
