About	Philip Severin is a Confederation scientist, an expert in the field of demolitions. At a time when Winston Chang was working for him, Severin was conducting demolitions tests on the planet of Pax VII. As a result of a test, millions of Paxon civilians died. The Confederation covered up the incident as an accident and feeling guilty, Winston Chang quit demolitions to become a pilot. Severin was later placed in charge of the Temblor Bomb project, but before the project can be completed he is captured by the Kilrathi in 2668. Since nobody is able to construct a Temblor bomb without Dr Severin, a daring mission to rescue him from the Kilrathi prison planet of Alcor V is mounted in 2669. With Severin back in the Confederation, he has a working Temblor bomb within weeks (days?). The Temblor bomb works perfectly in a test and a mission to hit Kilrah is launched. Once again, the Temblor bomb works as designed destroying the Kilrathi homeworld.
