You can only go so quickly before you begin to sacrifice quality and safety. No matter how fast you need them, certain things take a certain amount of time to do in any situation.

It was deliberately launched after a German bomber dumped its bombs on London instead of the docks. It's interesting to speculate if the Brits knew that it would provoke the Germans into switching their attack to the cities, (which would make it a tactically smart if utterly ruthless move) but it certainly was a god-send for the RAF.
