After WC2 Blair mostly gives me a sense of someone who just wants to stop the damn war and go home, which he tries to do after WC3. He was fine with using the Behemoth and he was fine with using the Temblor Bomb; whatever it takes. The reason why he goes against Tolwyn is that Tolwyn has this idea of a Spartan utopia where the fighting never ceases -- the "good" ending and the "bad" ending both have Blair stay on the force because well, the price of freedom IS eternal vigilance, just in the bad ending he's a lot more bitter and disillusioned and has become a bit of a control freak. Good ending: "I like flying, I'll put myself in a position where I can fly without actually having to shoot at anyone, but I'm sticking around just in case". Bad ending: "People are stupid, in order to prevent more wars I'll have to squash them at the beginning and I can recycle the BL infrastructure into a unit for doing just that".
As to Blair being GE -- Blair and Dekker are clearly in the "good" 10% since they're both in good health and, let's face it, extremely talented professionals in both their lines of work, so neither of them would need the GE program even if it was possible to apply it retroactively. The scientist even does say to the both of them "thank your parents" -- even today, you CAN become a Marine if you have, say, a messed up left eye, but if you make the cut to join an elite unit like the SEALs it probably means Mother Nature gave you a hand. Blair is a complete Gary Stu and Dekker and his people are some sort of seriously badass infiltration team, so...
Velina Sosa catches on to this, and realizes that, for example, she'd have been destroyed by the Gen Select weapon just because she has to wear glasses -- this to me parallleled Jaws' female friend in Moonraker (remember the James Bond movie?)
