How was the movie made with such a small budget?
With much difficulty. One of the ways DA saved money was by filming it in Luxembourg, where there is no tax on people filming. That, and the fact that Digital Anvil was able to use their in house SFX people to develop the 3D sequences of the movie, kept the budget to a low 27 million.

So, LOAF, how did you come up with a figure of $US40 million for the cost of the WCM, and/or how did the CIC come up with a figure of $US27 million?

27 million was the officially announced budget. Chris Roberts admitted at the Q&A session that he went 40% over budget. 27 x 1.4 = 37.8.
