Secretary Haviland was the head of the Confederation Department of Industrial Affairs. After the Battle of Earth, the bureaucrats in the department dragged their feet every time someone tried to speed up the timetable for rebuilding the Confederation Fleet. Haviland could not or would not intervene. It is possible that he was an agent of the Belisarius Group. |
