What's going on here?

That's... pretty weird. I can't see anything in the article connecting the discussion of bans with those in the picture, but it does seem odd that they would have access to a screen capture from Chris Reid's XBL.
 
Wasn't that particular image uploaded here not too long ago. So maybe they simply copied it with or without the the respective people agreeing to?
 
Somehow his writing style reminds me of someone we have seen here.. again... and again..

I doubt it's anyone we know; someone just Google Image Searched for Uno or Vision Camera or somesuch and stole the picture.
