Where is this image from? It seems on the same style of the WC3 box. Does anyone have a larger version?

That's the image that appears on the box of the Wing Commander customizable card game.

The picture of Blair is almost the same as WC3 box but that's not it. I never knew there was a CCG for Wing Commander

I think its out of print,
although you can obtain copies from certain niche shops, such as Forbidden Planet in the UK

It was the artwork for the mock up of the 2nd edition WC:CCG box... which was never actually made. This piece of artwork is originally from the Heart of the Tiger promo, available at the 1995 GenCon.

It's not the same as the WC3 ChromArt, either (the aforementioned posters) -- that was the Excalibur escaping from Kilrah and the WC3 box proper.
