WC1 Deluxe CD-Rom on original hardware w DOS 6.22

I went back into windows, and removed the read only and archive attributes from the WC folder and all files and sub directories, and POOF, wing commander 1 now launches.

Many "re-distrubeted" games in the early CD-rom days suffered from this. The read-only attribute, typical for a CD-rom format is almost always present when you simply use the copy command.
(The software toolworks installer itself is likely just a big batch file with at most a few ASCII-sreens in it).

Here's a hint if you for some reason do not want to use moslo;
If your system still is pre-ATX standard you might actually still have a functional turboswitch in hardware, that can also be controlled from the keyboard. Enter your CMOS setup, go to advanced setup(or something similar), find the turbo switch function and enable it. You do not need a physical "turboswitch" to control it now, just pressing CTRL+ALT+(minus-key right on the keypad) switches your system down to 8/12 Mhz mode, and CTRL+ALT+(plus-key right on the keypad) switches you back to 120.
Do not switch while within wing commander! Switch down to the lower speed setting before you run the game(it has a speed detection routine, and will run fine on this "12Mhz machine" with enough memory)
