WC Privateer Oxform mission technical failure... or my mistake?

Does anyone know of a reason that I would be unable to start the Oxford missions? I defeated Miggs when he tries to ambush you and now I am totally stuck. I go to Oxford and I go to the library but get thrown out. No chance to do a few missings for the guy to gain access to the library. Just simply tossed out (the character you play offers to buy a library card) and that is pretty much it.

What am I missing?
 
Hmm.. did you kill the three other pirates that Miggs has with him? Oxford should be next. Do you have a savegame one mission back that you can try? Maybe just rekilling Miggs and then heading to Oxford would do it.
