ALL decisions concerning Panther and Hawk affect the overall eventual tally, yes. But in the one-on-one instances, you are altering only that ONE person's morale, one point up or down. In the three "core" decisions that I listed, you are raising one while lowering the other. In essence, you have a two point swing on each choice.
