Heh, apparently Chris deleted my post because he thinks my suggestion to uninstall UE is lame 
. Well, what can I say? The uninstall option is right there in the start menu, so if you're having problems uninstalling the game, I don't quite see what else I can suggest.
(of course, if all you want to do is restart UE, you don't need to uninstall it - just delete the folders historyue and saveue, as well as the files autosaveue.wsg and replayue.wsg)

I managed to suggest some other stuff in his Tech Support Forum post. I left this second thread because I figured the UE team might have some more specific insight here.
