Both are good APIs in terms of abilities (and roughly equal as well), but as with all things, there are pros and cons to anything.
OpenGL has the definite advantage of platform independance. It has the disadvantage that many manufacturers still cannot produce stable OpenGL ICDs, which in turn resulted in Microsoft WHQL removing all tests for OpenGL from the certification meaning all in-box drivers in Windows 2000 and Windows XP don't have OpenGL support, and besides the in-box, no-OpenGL 12.40 nVidia drivers I have yet to find a stable driver from nVidia for XP besides that, so no OpenGL for me for the time being.
DirectX has wide support in the Windows community and all drivers support it reasonably to good. Also I like it's component based programming model over OpenGLs procedure based system, but that's not a point for end-users.
