It's been a while for me since I've played WC2 (my personal favorite... ) so some of the details have gotten foggy. But I'm pretty sure Jazz didn't have anything to do with the destruction of the Tiger's Claw. My take was that it was all a (I guess psychotic is an ok word) revenge thing.

Jazz gave away the 'Claws position to the Kilrathi, and then he sabotaged Blair's flight recorder to make it look like Blair was the traitor.
