Go into your sound card control panel and make sure hardware acceleration is turned up. Otherwise, as with all tech support requests, we need more specifics on what the game is doing and what sort of hardware and software you're running there.

ok I had to diable sound card it was a creative 64v 8-bit card worked on the system for wing commander iv not on ks.

Would a nice old sound blaster 16 pci work
 
So disabling the sound card fixed the skipping/freezing? It's often possible to play with the card's settings and get it to work, but a good old SB16 might be better. Make sure you have the windows drivers for it.
