Commodore is technically a one-star Admiral in the Wing Commander navy -- this is why Commodore Tolwyn is sometimes refrred to as being an Admiral.

And during FF Tolwyn is a Vice Admiral (paladin says he has orders from Vice Admiral Tolwyn when he is explaining his and Hunter's actions to the Commodore) so when is he refered to as an Admiral, not during WC1 since the character does not exist, and not in WCATV in which he is not once called admiral.
