Privateer Mission Error / Question

After defeating Miggs your next missing is from Oxford. What I cannot seem to figure out is although you are supposed to be refused entry at first and then accept a few missions to gain access to the library, when I attempt to enter the library at Oxford I simply get tossed out (where your character asked to "buy a library card", and you are refused and that's is. I cannot seem to get the mission you are supposd to be getting there.

Does anyone know if I missed something elsewhere that might be causing this?

The missions should be offered to you (at the library) as soon as the defeat-Miggs mission is done. Make sure that mission is actually completed, though... you might have to actually land at Newcastle (I think) to trigger it ending.
