Kiranka is the ruling clan at the time of WC3, yeah? As in Prince Thrakhath nar Kiranka?
Would a suitable comparison be of the English Royal Family.....the ruling family are the Windsors, yet there are those of a different family name in the nobility (earls, dukes, even the late Princess of Wales). While they do not bear the same clan name as one of the 8 ruling clans, they can still occupy a position of power.
And if there are hundreds of thousands of obscure clans (e.g the Tagabrin clan who aren't mentioned until WCP), then wouldn't the views of these clans need to be seen. Totalitarian as Kilrathi soceity is, no government survives by totally ignoring the masses.
