Im German , but i have a Question..

In which city is the HQ of the TCN

Well, the Confederation president resides in Washington DC - I can't find any specific mention of a capital city per se. The Terran Confederation HQ is a starbase, I think orbiting Jupiter - it's seen at the start of WC3 and throughout WC4.
