Industry reporter Tony Knox writes. Hermes authorities have still to strike a deal with state-employed construction workers, who have taken industrial action over low wages. As a result, this year's projects target seems unlikely to be met, and a huge stockpile of industrial materials remain unused. Rumours suggest that these will be sold of at low prices, perhaps in order to finance a deal with the building community.
