It was supposed to be a dialogue between Blair and whatever pilot was left in the last mission before Kilrah. Problem is: they didn´t have enough CD space to record conversations with all the possible pilots.

Same thing that happened to the "Hobbes explanation", but I think it was very sad that they left that one out.

They chose to keep that stupid elevator going up and down

remember, the elevator is essential to the plot. without it, we wouldn't be able to see us going from one deck to another on the Victory.
