I used to have the same problem, but i use Adobe Photoshop. What i usually do is convert the picture format in 3d explorer, then open the tga in photoshop then re-save it as a tga (gets rid of some kinda bug in it.. not exactly sure which.) Try re-opening the tga file and then re-saving it...
