Yes, that's real. I've found at least three Wing Commander phone cards in my travels:

* Wing Commander II Logo (UK)
* Wing Commander Prophecy Nephilim Ship (German)
* Wing Commander Super Famicom Artwork (Japan)

Eh, they're just promotional items. Collecting phonecards is a common hobby in some countries.
