Who is Hawk's "Friend"?

Who is the guy that is sitting next to Hawk in the Pilots Club when Maniac is doing his old brag routine. He latter give Casey Hawk's knife. I think he's a Captain (from what I saw of his insigna)

I'm pretty sure Spyder was a Major. Anyways he's also the one that seems to know a lot about what Confed Intel is doing in Secret Ops, about all the hull diseases and Bug fleet movements.
