The Concordia hadn't been blasted.

Would Tolwyn have kept all of his best people on the Concordia and transfered in some new ones in preparation for the Behemoth? Or would Blair still have had to suffer a transfer to the Victory?
 
The Concordia was somewhat notorious - I would think - being the flagship and all. Tolwyn's whole plan revolving around the behemoth was that the victory was somewhat inconspicuous. So even if the Concordia had not suffered too much damage at the battle of Terra and not been later lost on Vespus she still probably wouldn't have escorted the Behemoth anywhere. It's possible she may still have served as a base of operations for Paladin's Temblor bomb scheme I suppose.
 
Or been present with the rest of the Fleet for the diversionary attack while the T-bomb run was going on.

Tolwyn began transferring assets to the Victory before the Concordia was destroyed... so it's unlikely.

A flagship is where a commanding Admiral hoists his flag. Concordia was a flagship when Tolwyn was in command of a fleet and was aboard... and it wasn't after he left following the Battle of Earth. The *Victory* was then a flagship when Tolwyn was aboard in Wing Commander III.

I think AD was thinking flagship to mean Star Trek style flag ship. Not like modern warfare fleet flagship.
