The news broadcasts aren't in the PC version. When the PC version was first released, many people had first generation CD-ROM drives which would only read 60-minute CDs... so several scenes were cut from WC3 PC for space.

And since the PSX and 3DO are Consoles, they counld put the scenes into those versions of the game. You could also watch the News from the Main Computer Terminal.
