In Prophecy's intro, we see a science vessel in the Kilrah System. Would they have had to go through any lines to get to the Kilrah system? I mean the destruction of Kilrah heralded the end of the Kilrathi Empire and probably cut the species in half. Thus the remains of that planet could have been a sort of grave for the millions of the Kilrathi lost. I'm still wondering what the ship was doing there in the first place.

I believe it was a mining/survey vessel. It was out doing surveys for potential mining interests.

I'm surprised the Kats would've allowed Kilrah system to be mined- quite frankly I would've requested that it simply be left alone as a memorial place or the like, most likely.

From memory, the Deveraux looked to be some kind of mining or geological survey ship. Listening to the chatter from those small pod type ships in the cutscene, I would guess that it was assessing the debris from Kilrah for the mineral content, one of the pilots remarks on a high content of a particular mineral (I forget what excatly).

The WCP manual calls the Devereaux a science vessel. Of course, that does not mean it wasn't doing something mundane like mining or check the availability of ores to be mined.

Yeah, I was surprised at that as well. Maybe they were on a pure scientific mission, to check what the inner of Kilrah was like.

I also wonder whether Confed has some sort of trespassing right throughout all of Kilrathi space now. I mean, they do have forces stationed in the Kilrah system and in the vicinity, and of course, the Midway is cruising through Kilrathi space all the time.

Anyway, despite the cutscenes telling us otherwise, Kilrathi space always appeared oddly empty to me in WCP.

The Devereaux was a "planetological research vessel" which was "exploring Kilrah Prime" (both quotes from the ICIS manual.) The fact that it's a military ship (it's the *TCS* Devereaux) suggests that it's identifying core components for scientific reasons rather than for profit. (The earlier intro transcript included in the press kit makes clear that they're collecting a shipload of ore to do research on...)

The ICIS manual says that the Confederation had a number of outposts in the Kilrah System, including an observatory and four surveillance outposts. There also seem to have been humans working at the Kilrah 6 colony. As for why they're allowed to do this in the first place... it's the old joke about where the 800 lb. gorilla sits (anywhere it wants.)
