is Blair a Border Worlder?

I was looking through the encyclopedia on the site and it said that he was born on Nephele II. according to the universe map Nephele's a Border World's system if im reading it right. wouldn't that make Blair a Border Worlder as well? i haven't read the books so i don't know if it says anything about that in there. im just wondering because if he was a Border Worlder he never said anything to Catscratch about it in WC4. and there's an entry on.... Evan Bean. it says that he's the pilot at Blair runs into at the bar on Nephele II but then it goes on to say that Blair saved him from Seether. is this also in the book because i distinctly remember that in the game that was two different people. which one is he? and if he's the first dude then why did the encyclopedia say that he was killed when he helped the Border Worlders track down the jamming ship when you can see him in the end at Tolwyn's tribunal?

Well as far as Blair being a Border Worlder, im not really sure. I dont know what date those maps are supposed to be in, but maybe Nephele II wasnt a border world planet when Blair was born. Maybe it became part of the UBW later on, so he was born in Confed. On the second question I seem to remember it being the same guy even in the game, and whether or not he's at Tolwyn's tribunal is part of how you play the game. I cant remember everything in there but I remember that whether or not you help him in the bar effects how he reacts to you on the Intrepid.

Blair was born in 2630 -- forty three years before the Union of Border Worlds came into existence as a political entity... and it wasn't until the war that even a 'practical' difference between the two areas was created -- star systems on the border in 2630 weren't bearing the brunt of an intergalactic war, and they considered themselves part of the same Confederation. It should also be noted that Blair spent much of his childhood on other planets -- Peron and ultimately Earth after the death of his parents.

The encyclopedia is wrong in claiming that he's dead. He's shot down during the jamming mission, but he survives to testify against Tolwyn.
