In the scene on Nephele where Blair meets with Maniac, Maniac informs Blair that he's been recalled to active duty. Generally 'recall' is from the reserves, and not from retirement. (Don't remember what the novel says about Blair's status offhand...)

Blair is definately in the reserves.. It's just that not many would be because of post war budget cuts, because he is a hero he would not be dumped by Confed because it would bring terrible media and probibly more budget cuts.
