There was something I noticed after playing both Standoff Episodes and going back to play UE, I noticed that the CO of the Lionheart(Standoff) and the Dauntless(Unknown Enemy) have the same names. Is this the same person?

Yes, it's the same character. It wouldn't be much of UE reference otherwise .
