Changing the Dralthi

Many moons ago I read about download giving the ability to change the Dralthi's characteristics to possibly a Raptor or a Rapier when flying on a Confederation Mission. Does this feature still exist? If so, how can I obtain it and how do I get it to work?

Note that any changes you make to the Dralthi will affect both the Dralthi you fly and the Dralthi you fight -- so upgrading a Dralthi II to fly like a Raptor will also make enemy Dralthi especially hard to kill.
