Hmm interesting I saw a chart which showed the "Lance" as being in production or rather use in confed for a long time......So it almost seems like maybe Confed used the Lance in operations after the "Black Lance" situation....
There's nothing in the continuity to suggest this -- but there's nothing to refute it, either. All we know is that they were used by Tolwyn's Project in 2672-73. It's possible that the Confederation continued to fly them well after that... and it's possible they didn't.
The bad PR from being the fighter of choice of Tolwyn and friends could have very easily doomed it.
