No he isn't. I'm betting you're talking about the damage numbers. They are indeed correct and you're probably thinking of damage units rather than depth. 1 damage unit is .1cm of damage.

One armor unit equals .1 centimeters of durasteel equivalent. This is printed on page 33 of Victory Streak, among numerous other places. Stop making me say that.
 
Or it's just really well written advertising...

"buy our Flux Cannon 2!!! Excellent protection against pirates as it can chew through 30 centimeters of armor a shot" not mentioning that the armor is aluminum...

redwolf, be careful what you say . Privateer 2 is a part of the WCU, and there's nothing that you can do to change that.
