When I press enter, shouldn't the Tarsus shoot 2 missiles at the same time if I have 2 missile launchers loaded with heat seeking missiles? Only one is going off and then the other side the next time. How do I get them to shoot together?

It sounds like this aspect is being recreated authentically. As Hellcat said, you can easily tap enter twice to launch two missiles (and then you must wait a bit for them to reload), otherwise they should launch separately.
