The Kilrathi already have a catnip-type substance, as mentioned in Freedom Flight when Hobbes sees the Kilrathi equivalent of a reefer on the street.

I think they're legal, or at least not demonstrably illegal. I think that Prince Thrakath was also mentioned as smelling of them in the book.
