In my opinion its Maniac. Casey's performance is obviously dependant on the player's gameplay.
 
Well his last name is Petrarca which always somehow made me think of Peter when I think of him. It's odd I know.
 
I've noticed that Maniac just doesn't quite live up to any mission that's taken with him on your wing. Oh, sure, his kill score goes up expotentially when you come back from a mission with someone else, but when he's out there, seems that he takes forever to actually kill something, be it fighters or capships.

Yes, Casey's up to the player, but for the player to advance well in the storyline, Casey needs to be superior. By that default, Casey beats Maniac hands down.

Besides...who gets told he's getting the Confed Flying Cross while someone else sits there with jaw hanging wide open in disbelief? And who hasn't gotten promoted beyond Major since Special Ops?

Seems kinda obvious to me...but that's just me.

Maniac has been past Major (promoted to Colonel in WC4 novelization), actually. It's just that being who he is, it doesn't stick.

(We don't know why he was demoted, however.)

Wow, it's been a little too long since I'd read the WC4 novelization...I forgot all about that one. I thought Blair was pulling his chain when he said, "Come on, look at the bright side...at least you won't have to worry about that Confed promotion that finally came through."

"My promotion came through..? My PROMOTION CAME THROUGH! ......wait, Confed...that's not...right..."

I dunno, flying "traitor" and defecting to the Border Worlds negated it? That's how I'd take that one.
 
I think he's referring to how Maniac was promoted at the END of WC4 and got his own command.

That said, if Confed has anything like modern militaries' "Up or Out" system, whereby officers who are rejected for promotion more than a certain number of times get automatically retired, Maniac would have had to get promoted above Major and demoted back again sometime between WC3 and Prophecy.

Right, when he was given command of the escort carrier Kiev (IIRC).
 
Personally, I think Casey. In his short time on the Midway he was given a Flying cross and a medal of honor. To boot, no matter what Wing Commander it was, Maniac NEVER followed orders!

If I remember Blair always outranked Maniac (except in WC1). And Blair still was better than Maniac despite being branded a traitor and "exiled" to Caernarvon in WC2. And after that in WC4, the one time Maniac could have been the same rank as Blair it was delayed and before it came Blair got promoted. Then (as mentioned by Death) was demoted for unknown reasons.

He only temporarily outranked Blair in WC1, for like three missions! Maniac outranked him in Wing Commander 2 until Blair took out the station, Maniac was a major by that point.
