i thought the col. was serious the first time i played it. so when maniac disobeyed an order, i blew him out of the sky!!:D:D man, that was fun:D

Tolwyn confirms this in the novel, during his speech to the Black Lance. The Gen-Select was to be "sown on worlds on both sides of the conflict throughout the human hegemony." (And of course, there's the method of killing- it kills those who don't meet a specified genetic profile rather than killing indiscriminately.) It wasn't so much a weapon as a tool of precise genocide.
