get here

A Confed System that wants to leave the TCN...
well any one know were the Granita System is?

Yup. It's in the Antares Quadrant of the Epsilon Sector. Here's the relevant WCU Map segment.

Hmm, aren't systems allowed to leave the Confederation? Or does this apply only to sovereign governments?

Just about every Planet in the Confederation has a sovereign government. The Confederation is a purely Military Union (that’s why it is not a Federation or Union, but a Confederation).

Well quit a few Boarder Worlds never seemed to have joined the Confederation any way, and as any Planet is a Sovereign Nation they can leave the Confed any time they want to. Of course that does not go well with the rest of the Confederation but technically any one is free to leave when they want. Like Firreka or the Boarder worlds did.

I only found it odd that a Planet goes of the Confederation and offers a Peace Treaty to the Kilrathi. ;)

That's the thing - if membership in the Confederation is purely voluntary, how can there be a rebellion against it?

Rebellion is not the same a Revolution :)

In a Rebellion you tend to get rid of what you did not like by force of arms. In the Case of Granita they just said that they can not agree with the TC Policy any more, left the TC and are now trying to negotiate with the Kilrathi about a Peace Treaty. It is not very likely that the Granitans fired even a single Shoot at any TC Personal during this move. So not really a Rebellion. :)

No, it's a lot more than a military union, and it's probably called the Confederation because Star Trek already had the Federation :).

;) Yes very likely to be the main reasons.. but as it really goes TC is more like todays NATO (with the difference that it seems to work).

An Agreement for Common Defence, of course you can justify just about any action as "Defence Measure". :D

Spying, Research, Colonial Expansion, Militar Expenses, Taking liberties away from your own people, dispending local governments… ;)

Indeed, I am rather like NATO. I have lots of guns and enjoy bombing things.

Yeah, just like the revolutions on America, France and Russia, where no one used the force of arms.

Well, there had been several peaceful revolutions this century. They weren't completely without violence, but then, violence is a given with social unrest of any kind.
