Question re: KS:WC2 CFG File

I have this in my CFG file: "c27 C25". Anyone know what these mean? I was hoping that one of them controlled the speed for the cut scenes (too fast). Probably not, but curious, nonetheless.
 
I'm quite sure it wouldn't be. There's not much you can do for WC2 cutscene speed except read faster. ;)
