Problem with campaign...

whenever I'm flying Sandoval's mission, I deliver the iron, then return to New Detroit, and guess who's sitting in the bar? Not Tayla, but Sandoval. And he wants to know why I haven't yet flown his mission. Anyone know why this happens?
 
did you actually land at the place... did your hold get emptied...which version are you playing... land on the Newcastle refinery again...
