Remember that Blair wasn't grounded. He was transferred to a different, less important, branch. They had enough evidence to make him look suspicious, but not quite enough to prove that he'd done anything wrong, so they shoved him into a spot where any damage he could cause would be minimized.
If he'd been permanently grounded, then WC2 would have been a VERY different game...
From the sound of things, Blair and Hawk were part of the same squadron at the time. Iceman happened to be fighting in the system, and was forced to eject. Blair's unit found Iceman's pod, and since Blair was probably in charge of the fighter unit (like he appears to be at Caernavon station), it fell to Blair to write home to Iceman's widow.

Pretty much everyone was on patrol, according to the official guide -- they were stretched too thin for Blair to have a wingman.
