Eisen's Service Record?

Do we have any info on Eisen from before WC3? He seems like a respectable, fair, and distinguished Captain... that being the case, why would he be stuck on a shit-box aging light carrier?
Also, as was stated earlier, Tolwyn wanted his best people on the ships in the Victory's carrier group, however, if he was planning on replacing the captain at some point, I doubt he'd waste the talents of one of his better officers.

Eisen's first posting out of the Academy was as communications officer on the (then new) Victory... and he spent most of his career aboard her.
 
Although I think Eisen was talented, Tolwyn probably left him in charge partly because of his simple familiarity with the way the ship operated. Also, I gathered that the reassignments were less crew related, and more pilot related. I don't think Rollins was a new assignment, although I'll admit to not really knowing his history too much.

In addition, from Blair's perspective Tolwyn was eyeing taking command of the Victory himself from the beginning. He may have not cared about Eisen, because he was going to be in command anyway.
