Hey there. If I had to guess, it's because Kilrathi Saga is quite old and designed for Windows 95 as I recall (and probably 32 bit). You could try running it in compatibility mode for Win95, but I'd guess you're going to have a lot of problems. Is there any particular reason you want to play...
