I think the main reason why the Victory is considered somewhat weak is because of the carrier itself and the quantity, not quality of its fighter wing. It's just an old escort carrier, but the fighters are standard: Arrow, Hellcat, Thunderbolt and Longbow are Confed's standard ships through WC4...
