I don't think there's a conflict there. IRQ 16 for my ATI Radeon 9700 and 23 for the modem (AOpen FM56-PM). I've also got a P4 2.6 ghz hyperthreader with a gig of ram running Win XP. Although I doubt that that information will actually conjure up a solution... :)

After fixing the skipping WCP video problem by turning down the hardware acceleration on my SB Live, I get stuck with an intermittent video problem (which isn't as bad, but still really annoying). Basically the video pauses once or twice a second. Now here's the quirk...I'm on dial-up...
