Wing Commander CIC

I received an email earlier from somebody who was not able to get SOSIM to work.
After making sure that the person had installed everything in the correct folder I got another email...

...I know I did it correctly because it created the
sub-directory of Missions, Language, and ships. But when I use the Secret Ops.exe program provided with the SOSIM.ZIP it gives me a fatal error message of:
Please re-run the install program. (GI::loadDLL load failed 3, 1157=One of the library files needed to run this application cannot be found.)
I have deleted all the SOSIM files and re-unzipped them to reinstall the program but this has not helped.

When he ran Secret Ops through the normal exe, the Simulator does not appear (ie, the Killboard is still killboard).

I'm stumped, because I have never had any problem at all in using SOSIM, so any help would be appreciated.
