How did the original CIC website get started, was it completely fan started and are the server's fan owned. I am just kindof curious about the general (concise) history of the wcnews and its surrounding fan community.

ELTEE found a good thread for answering that question (although I'll be happy to continue my versino of history if anyone is interested). I will say that the server was *not* originally fan owned -- it was provided to us by Origin as part of their promotion for Secret Ops and beyond. When beyond never came we parted ways - we've been entirely fan run and funded ever since (so, nine out of ten years or so).
(Also note that "Stratics" was started in the same way, although to the best of my knowledge they have never been honest with anyone about this. We used to share the same server... and they left because they wanted to make money and cover non-Origin games. There's no one left to remember our loyalty, but it'll make a nice epitaph someday.)
I will also note that we always had absolute control over our content -- Origin/EA has always been wonderful about approving special content... from 1998 to today, which is why we have things like the Academy episodes and all the 'making of' documents we've collected over the years. In fact, I recall only one time when we were ever asked to remove anything... a photograph I'd taken of a 'Strike Team' sign and happened to post days after that project was cancelled. And even then it was a request from a friend rather than any sort of demand.
