Dols and Creds: Money of the Terran Confederation

WCX

Rear Admiral
OK, I know this has been brought up several times before:

http://www.crius.net/zone/showthread.php?t=8488&highlight=dols

http://www.crius.net/zone/showthread.php?t=4921&highlight=dols

But since I’m a sucker for details, I thought I’d put in my two centicredits worth.

Well, over the course of all things WC, we have four different currencies listed.

The only currency we know a bit about is the ever ubiquitous “Credit”, which appears to be the standard unit of currency used in areas controlled by the Terran Confederation, and is devisable by subunits of "centicredits" .

Fleet Action makes use of the “dollar”. Now, this could be a slipup on part of Forstchen (For example, Imperial units of measure appear in Action Stations while the rest of the WC universe appears to be solely metric). However, Victory Streak makes reference to "UNation dollars".

Now sometime between 2167 and 2200 the UN was apparently supplanted by the World Economic Consortium, which in turn was replaced by the Terran Confederation in 2416. Taking this matter into account, if there were “UNation dollars” in use at some time, they would be hopelessly antiquated by the 27th century. To wit, it would be akin to trying to spend a 17th century English Sixpence at a modern American 7-11.

If “dollars” are still used in some capacity, then they are probably the same thing as “dols”, mentioned in Voices of War, wherein one of the prizes for a simulator competition is rumored to be a check for 1000 dols, which is said to be “good at any Confederation trading outpost.”

In Star*Soldier, Chandra Karr passes “a crippled human playing a Wu stringo, [where I stop] to put a two-dol chit in his hat. He looks up at me with unmasked disgust.”

The cause of the man’s disgust could stem from any of three factors. The first simply being a mater of pride (don’t you dare pity me!), secondly, 2 dols might be a measly, token sum. The third might have to do with the dol being worth less (or considered worth less) than credits, similar to the American dollar in relation to the peso or Canadian dollar.
(I recall several times I’ve tried to use Canadian money in the US. To date, I have only succeeded in doing this once, and it wasn’t at Point Roberts.)

Forum member Bob McDob theorized the presence of dols alongside credits represents the reluctance of some of the Confederation member states to relinquish their traditional currency, similar to how Britain separates itself from the EU by using the pound instead of the Euro. Given the fragmentation present after the Nephilim War, it’s not surprising to see both units freely used, regardless of their relation.

But regardless of what the answer may be, I have gone ahead and created this list for two reasons:

a.) As a chart to analyze and dissect the economic workings of the Confederation and its associated territories.

b.) As a guide or reference for future fan project in order to align them closer to canon works.

I have grouped them by time periods in the event that there is notable inflation at work.
And until someone says otherwise, I’m just going to treat all listed currencies as being equal in value.

(2634) Tax at Gar’s Emporium = 10% of cargo on arrival
(2701) Tithing for local Priestesses of Sivar = 20% of mission profit

That’s all I could find off the bat. Feel free to search for more references, wingnuts!

So, how is money exchanged? Well from everything I’ve seen, there are at least five ways:

Coins: 500 credit Platinum coin (Action Stations), unknown coin (Prophecy)
Bills: 5 credit note (Price of Freedom), 1 cred-chit and 2 dol-chit (Star*Soldier)
Checks: Both Credits and Dols (Kilrathi Saga manual, Voices of War)
Cards: “Credit / debit card” (WC Academy)
Electronically: Direct Deposit in Privateer, I assume.

Oooh, another fun thread. We be needing more of these here!

There's also a fighter price-tag reference in WC1 - "that ship you bailed out cost us over a hundred million credits". This seems to conform with the figure you got out of Fleet Action... but bear in mind, a "full compliment of fighters" may mean a lot of things - not just the cost of the fighters, but also the cost of replacement parts, replacement missiles for a given period of time. It could even include the costs of training the pilots.

If you want to really gather up all the references, though, you may need to list the prices from Priv :).

Now, a few things to consider:

- It's very good of you to divide this up into periods, because for all we know, the value of these currencies shifts over time. Is a Centurion (500,000 credits) really 200 times cheaper than the average military fighter... or are credits at that particular time and place worth more? It's hard to believe that a ship capable of taking on and destroying military fighters with relative ease would really be 200 times cheaper... and even if we take into account the costs of outfitting the Centurion with full equipment, I don't think its pricetag will cross 1 million - which is still 100 times cheaper than all those military fighters it can beat. Unless their price is also different at this point...

- You mention the UNation dollar being outdated by the 27th century. Well, apart from the fact that we don't exactly know where the name "UNation dollar" comes from (is it *really* derived from the organisation we know today?), the history of the dollar itself is worth bringing up. The dollar was introduced in the United States as the official currency after it had already been the *de facto* currency for decades or centuries. All that time, different currencies coexisted side by side, because they were genuine metals - a dollar was any silver coin of a particular size and weight (most often German thalers or Spanish pesos). Had we not departed from the gold and silver standard, this would undoubtedly still be the case today - that is, you could walk into an American 7-11 and pay with German or Spanish coins... and get your change in English pennies. So, how do we know this isn't the case in the 27th century? Maybe that "UNation dollar" is actually a gold/silver-based currency that we're going to introduce in the future, when the world comes back to its senses and burns all Keynesian economists at the stake? :p

- In any case, there *has* to be some kind of commodity-based currency (whether it's gold, silver, or something else... we don't know) out there. I see absolutely no way in which the Kilrathi black marketeers could trade with Confed black marketeers using paper (or worse still, digital!) credits. Why would you accept the currency that your government is trying to make worthless by destroying the government that had issued it? This, incidentally, could also be the cause of disgust about the two-dol chit in Star*Soldier - on the Port Broughton, with no connection to the rest of the Confederation, Confed currency may be worthless (of course, we don't know if the dols are Confed currency...).

Confed losses (2665-2668) = 500,000,000,000
Confed cost of war per year = almost 8,000,000,000,000
Confed Deficit (2668) = + 40,000,000,000,000 “dollars”
Price of a fleet carrier = 73,000,000,000 “dollars”
Price of Carrier’s "full compliment" of fighters = 10,000,000,000 “dollars”

NOTE: If the Fighter complement is around 100, then the price of the fighters themselves, while varying depending on model, are around 100 million a piece, making them roughly twice the cost of the Wildcat, but this is speculation.

According t this then, the losses in those three years only amount to some 5 or six carriers or 50 fighter complements (so around 500, possibly double that for if the 10 billion dollars includes parts etc).

That puts the losses for that time as something like 2 carriers and maybe 5 or 6 hundred fighters. In terms of a war the scale of which we are expected to imagine, thats a surprisingly small loss (especially since thats around the time of the loss of the Concordia, when confed are supposedly losing the war!)

The cost of a military fighter being nearly double that of a public domain one isnt so odd, the weapon costs alone which need to be added to the fighter cost (and engine upgrades etc) in privateer can nearly match the cost of the fighter itself.

Plus military grade weapons should in theory be cutting edge and thus have all the related development and support costs that older, better understood systems don't have.

That aside, interesting and impressively well researched post :D

Maybe that "UNation dollar" is actually a gold/silver-based currency that we're going to introduce in the future, when the world comes back to its senses and burns all Keynesian economists at the stake?

Only if those metals have any special value at all at that time. The price of gold in the end is also determined through the market and is as much dependent on the trust put into its value as paper money. In the case of an economy with the technical means of the federation and the vast expanses of its territory it could easily be the case that there is such an abundance of gold deposits that it lost most of its value - Gold/silver based currency systems arent imune to certain form of crisises. An uncontrolled influx of gold/silver like it happened in the Spanish Empire in the 16/17th centuries can totaly cripple ones domestic economy and cause massive inflation.

If we were lucky and found a somewhat larger asteroid that held a high amount of gold and could mine it within reasonable costs that would totaly upset the gold market on earth today. Id say within a society that is still expanding into unknown space and probably constantly examining and uncovering new sources of metal deposits - within a quite free market economy if we can trust privateer - is quite a bit of a risk id say.

- In any case, there *has* to be some kind of commodity-based currency (whether it's gold, silver, or something else... we don't know) out there. Well maybe there are different currencies used throughout the confederation. iE currencies that are issued by local planetary or sector governments that accompany the confed credit to keep the local economy running(like this)

But the Wildcat WAS a military spacecraft, though it was old by 2634 (though not as old as the Scimitar, apparently).

As for the financial vs. fleet damages for those three years, though they do appear to be low, they were before the Battle of Terra, where Confed nearly had its ass handed to it, thus creating the drastic situation of WC3.

Interestingly enough, even though credits are mentioned thorough the timeline, all mention of dollars, and dols come from 2668-2669. There is mention of a UNXhange in 2669, and UNations dollars or UNnations credits are mentioned, though these could be separate units of currency or some unified way of measuring many currencies together.
Or could simply be purposely archaic labeling to create “Old World charm”.

As for Confed having a commodity-based currency, it could be any number of things (and anything from diamonds to pop-tarts could be viewed as valuable), though my leading guess is platinum, since it is a rare enough and useful enough (electronics, medicine, machinery) to act as a successor to a gold or silver standard. The only evidence of this being the platinum 500c coin seen in Action Stations (the gold dollar coin of the future), though by noting that the 500c coin is platinum implies that other coinage may be made from other metals or amalgams.

We know that the Kilrathi were using argonized platinum containers to store Xanius Moloride at Ghorah Khar, and Gar’s enforcer appeared all too happy to take two platinum 500c coins without even batting an eye. This could mean that the Kilrathi likewise have use for Platinum, or in the case of Kilrathi blackmarketers like Gar, they are probable concerned with the long-term, thus their willingness to accept any and all currencies for future use and trade.

Anyway, here’s a slightly revised list with some new enteries. I apologies for the extra length.

As old Lazarus Long once said:

By the law of supply and demand a thing has value from where it is as much as from what it is—and that’s what a merchant does; he moves things from where they are cheep to where they are worth more. A smelly nuisance in a stable is valuable fertilizer if you move it to the south forty. Pebbles on one planet can be precious gems on another. The art in selecting cargo lies in knowing where things will be worth more, and the merchant who can guess right can reap the wealth of Midas in one trip. Or guess wrong and go broke.
