In answer to your first question yes, you can make full colonel, have to fly near perfect missions IIRC to do it though. And, IIRC Halcyon makes a big deal about it saying that since you made colonel he will retire, or something like that.
I see at least 8 or 10 small turrets, I would buy them as point defense weapons like a phalanx, or maybe point defense missile turrets, RAM cool. Looks like only 5 or 6 large capital scale turrets, is that right?

Nah, I wouldn't make a real raptor, not a very good design for a plane, if anythign I would try and build the Rapier or Hornet, much better designs aerodynamically.
